If you have this Expert Item mounted, upon picking up a Power Up, it gives you a chance to freeze enemies and destroy bullets.
The chance of this happening is as follows:

Subzero Emitter is very similar to Death Ray, except the ray freezes aliens instead of burning them.
Note: Subzero Emitter only works when you pick up a normal Power Up, not a Twin Power.
