When you have this Expert Item enabled, and you have very low power, it increases the damage your ship makes. The power you must have, and the amount of damage is as follows:

Common Power less than 2, increases damage Slightly Rare Power less than 3, increases damage Moderately Epic Power less than 4, increases damage Significantly Mythical Power less than 5, increases damage Greatly

Clearly, if you have a Bullet Level Talent, and start with power greater than in the above table, this Expert Item will have no effect.
