Focused Beam becomes active when you encounter a Boss. If your ship has a laser weapon, the damage that weapon outputs will be increased for 60 seconds. The amount of damage increased is as follows:

Clearly, this item will have no effect unless you use it on on a ship with a laser, i.e. Phantom, Terminator or Legendary.
