If you have a Pilot Squad, and you have this Expert Item enabled on your ship, when you pick the ship up in game you have a chance of activating Super Power for 7 seconds. The chance of activating Super Power is as follows:

Obviously, mounting this Expert Item when you don't have a Pilot Squad would be a waste of an Expert Item slot.
